i think it's a glitch..i've seen this with other outfits (like the prison outfit and the indian outfit) sometimes the front of the hair is still there with the black buzz cut, sometimes the cut but the ponytail still there.It mostly happens in cutscenes though (the unlockable outfits stay on during cutscenes as far as i have seen,unlike the dyed outfits)
